A Java/Windows/.NET conversion utility. Convert text, RTF, HTML, and Word/Excel documents in Vietnamese legacy encodings—VNI, VPS, VISCII, TCVN3 (ABC), VIQR/Vietnet—and Unicode Composite (Decomposed or NFD) to Unicode Precomposed (NFC) formats.

UnicodeConverter is released and distributed under the GNU General Public License.
